Ship to Ship OCIMF requirements and Vessel Compliance. A webinar only for SIRE accredited Inspectors

During 2020 DYNAMARINe received requests from some oil majors to form a presentation with a discussion paper addressed to SIRE inspectors. We worked closely and put together a syllabus for a 90 minutes webinar, addressing the impact of VIQ STS related questions and their significance against preparedness from master and shipowners. Although CDI/ICS/OCIMF/SIGTTO STS guide (2013) is still valid after seven years, a number of requirements addressed thereafter either from OCIMF or OCIMF member organisations as well as other industry bodies, have introduced a number of best practice guidelines for STS operations. After communicating the proposed webinar with industry stakeholders, DYNAMARINe has received wide support from the industry and sets a date on the 28th January 2021. Although the scope is addressed ONLY to SIRE inspectors, DYNAMARINe will assess concerns, comments and relevant thoughts, and thereafter will communicate findings with member clients.


This Webinar will present OCIMF requirements for STS and risk-based findings on Ship to Ship. The aim of the webinar is to present an efficient and transparent verification when conducting onboard SIRE assessment. The target group of attendees is accredited OCIMF inspectors.

VIQ ship to Ship requirements will be thoroughly discussed and their risk-based interpretation will be presented. Shipowners have a duty to have an STS Plan approved by the administration or recognised RO. The Processes of the STS Plan are directly linked with provisions of MEG4, IMO Manual on Oil Pollution and other Industry best practice guidance. Compliance is reflected through the STS records, due diligence practices, crew training and qualification, audit/ assessment of STS Service Providers etc.

As the shipowner and the Master is the last barrier that ensures that safety standards are not compromised, effective STS processes, reflected through the organisation standards are vetted through SIRE inspections as well as TMSA verifications at the organisation. Thus, a prudent and proactive shipowner ensures that a self-regulative regime supports the decision making and sustainability of the ship to ship transfer operations.

Registration is free of charge and only for OCIMF SIRE Accredited Inspectors. We need to point out that this course is not driven or certified by OCIMF.
