This complexity is understandable, considering the structure of applicable STS guidelines, other OCIMF STS guidelines, SIRE requirements and finally best practices that have to be met as part of ISM requirements. Vessels are presented in commercial contracts through Q88 or HVPQ questionnaires which include description of the operating conditions and other parameters that enable the charterer to conclude on subject vessel commitment. Technical operators are required to declare compliance with OCIMF/ICS STS guidelines in the HVPQ or Q88 forms. Choosing "YES" as the answer implies a significant level of responsibility as it represents the vessel to commercial operators and charterers. This guide outlines the steps for verifying the vessel's compliance based on the criteria in the latest edition (2013) of ICS/OCIMF/SIGTTO/CDI STS guidelines.

One concern related to STS operations for P&I Clubs is that chartered vessels often find themselves committed to STS operations without fully complying with OCIMF STS requirements. Assessing whether a vessel meets the requirements is a complex task for tanker operators.

DYNAMARINe developed a process outlining the steps for verifying the vessel's compliance based on the criteria in the latest edition (2013) of ICS/OCIMF/SIGTTO/CDI STS guidelines. The proposed verification has the following benefits:

The assessment is being completed with about 10 days for the first vessel and therefore about 2 days per other vessel. The certificate is valid for 5 years with annual verification in case in changes have taken place. This process is free of charge for subscribed vessels and is offered at a fee for the rest vessels.
